Transparency Report and the Right to Get the Information for the ministries and independent institutions for the first half of 2012

The freedom to reach the information and the right of the journalists to have it and transmit it to the public, as well as covering all political, economic, security, cultural and social events and activities, all these represent the main pillar for free journalistic work and the strong base to build an independent vocational journalism characterized with enforcing effects and ability to be a real Fourth Power that will play its role in supervising and directing the public opinion to build a democratic state and protect the principles of freedom, justice and equality. Compared to all this, the transparency dealt with by the ministries and official and semi-official institutions with journalistic organizations and journalists, opening the doors to get the information and documenting the sources and activities, represent real incarnation of transparency values, protection of press freedoms and the right to free work without obstacles in civilizational implementation of the characteristics of the democratic state.

Journalists` suffering to get the information continues The reports received by the IJRDA, testimonies and field information by its representatives on the relations between the journalists and official and semi-official media departments proved the suffering of the press institutions and journalists in their daily quest to get the information and covering the news. This state of affairs proved that there are negative approaches by the governmental institutions and their insistence to lay down severe regulations and orders that became a real obstacle before free journalistic work, getting breaking news and other extra-ordinary information to be disseminated to the public. On the other hand, some other governmental institutions continued their positive cooperation with media and journalists that proved their transparency in providing the information and covering the news without administrative or technical obstacles.

Complexities that hinder getting the information The negative aspects and lack of cooperation with the media organs and journalists are represented by complicating the movement of the journalists in the institutions themselves, in addition the lack of information and getting exclusive statements. Generally, the appointments are given in distant future so the reasons for the meetings will be void and nil due to the passage of time.

Added to all these factors, some institutions refuse to cooperate, putting some conditions, such as the approval of the ministry before the meeting. Unfortunately, some institutions prefer foreign and Arab media organs in their meetings and statements, thus neglecting Iraqi local media organs.

Health, Baghdad Mayoralty and Oil departments in the lead In the light of these indications, supervision, follow-up and evaluation made by IJRDA, ministry of health and Baghdad Mayoralty were in the first lead in transparency and positive cooperation with the media and journalists in getting the information. In recognition, IJRDA registers that Dr. Ziad Tariq, Health Ministry, was very cooperative with the media organs in providing them with true information, statistics and other data related to security casualties and dust storms.

The Health Ministry was cooperative in providing permissions for covering its events without delay or complications, as we should register in this report. Baghdad Mayoralty was characterized with full cooperation, represented by it Public Relations and Media Director General Mr. Hakeem Abdul Zahra. The Mayoralty was keen to provide the media organs and journalists with necessary information and field tours for the projects implemented by it.

In the third degree was the Ministry of Oil, where IJRDA followed up the continued press conferences made by the Minister Abdul Kareem Liaibi, during which he exposed , in figures, Iraqi oil exports and the oil bids, as well as the transparency of the Media Department of the Ministry in providing the information, through our colleague Asim Jihad, Director of the Media Department. On other departments, with unacceptable levels, ministries of education, sciences and technology, environment, reconstruction and housing, transport, agriculture, planning, industry , finance and foreign were decreasing their media cooperation, to be followed by the Central Bank of Iraq, the Parliament Media Office and Premiership Media Office, which cancelled the National Media Center.

On this move for cancelling the center, we register our astonishment for such move.

As concerns Ministry of Education, in particular, we point the complete absence of its Media Offices at educational directorates, though the Third Risafa Directorate is trying to continue cooperation with the journalists, through its director Ali Naser al-Ubudi. Observatory reports pointed out that the Ministry of Finance refrained from releasing expenditures mechanism, the annual budget and taxes, as well as neglecting holding press conferences to expose all these activities for the public.

On the lower level were the ministries of tourism and antiquities, defence, interior, national security, human rights, trade, electricity, water resources, culture, migration and displaced, municipalities, social works and women, in addition to government spokesman, Baghdad Operations, Baghdad provincial council, Haj Authority, property department, election commission, and Shiite and Sunni endowment at the end of the list. Generally, these ministries and departments are only publishing statements, without any news importance. Observatory reports said that the ministry of defence insists through its spokesman, General Mohammed Al-Askari, not respond to local media organs, but concentrates on Arab and foreign media organs, which deprived the local journalists of the information needed and resort to Arab and foreign media organs.
